Story
Just as you are about to act, there is a sudden pop and a spark, and the casino plunges into total darkness. There are panicked whispers from all around. This seems like an unfortunately timed malfunction of some kind. Now you must find your way forward in the dark unless you can find a way to restore the power.
Put this card into play next to the agenda deck. Place a damage token on each location.
Each location with a damage token has no lights and gains: "This location gets +1 shroud. As an additional cost to trigger an ability on this location, you must either spend an additional action or take 1 horror."
While an investigator is at Security Office, they may perform the following action:
